There has been plenty of controversy surrounding Arizona’s new immigration enforcement legislation; however, instead of being disputed, Arizona should be commended for addressing the immigration problems that the United States federal government has ignored. I would never deny anyone the opportunity to become a United States citizen, but the immigration process shall be strictly followed. The following list is my solutions to the United State’s immigration process.
The United States shall close all of its borders by:
- Establishing three military bases along the borders of California, Arizona, and Texas. All land along the border will be patrolled by the United States military, and all illegal immigrants that are caught will be processed (Picture and finger printed) returned from wherever they originated from. A second offense will result in prison not to exceed 2 years. A third offense will result a mandatory sentence of 5 years. In all cases they will be returned to their country.
- Stopping immediately all social services, e.g., Medicare, social security, Welfare, etc., for all immigrants and illegals. If these services are required, See USCIS on “How to become a United States Citizen.”
- Heavily fining any employers who are hiring illegal worker. The first offense will be 20% of the current years profits. Second offense will be 50% of the current years profits. Third offense will result in that company shutting down for 1 year and 100% of the current years profits. That illegal will be fined and/or imprisoned for up to 2 years and not more than $10,000. No exceptions.
- Instituting a 90-day forgiveness plan. During that 90-day period, all illegal immigrants will be encouraged to return home and start the legal process for returning to the United States. All paperwork shall be completed in order to return, and all immigrants shall have an ID (passport) and medical insurance. If an illegal immigrant ignores the 90-day forgiveness plan, then they will not be allowed to return to the US. If illegal is caught in anyway in the US, That person or person would face heavy fines and/or prison and lose of all properties and returned to the country of origin. (Up to, but not more than 2 years and/or up to, but not more that $10,000).
- All processing will be performed by the immigrant’s embassy, in an effort to move the immigration process along faster. I.e., background checks will no longer be performed from Chicago, but through the embassy itself. This will mean for special cases, Document will be scanned, entered and sent to USCIS of direction and or approval. USCIS will be notified by putting all documents in the USCIS database where it can be pulled up nationally. If a problem occurs, such as a crime, death or any other issue, any and all Government agencies and police will have access to the data.
- No longer allowing “anchor babies” to qualify for United States citizenship. If a child is born to two immigrants, then that child is a citizen of the parent’s country. One parent must be a U.S Citizen. No exceptions.
- Taxing immigrants at a flat rate. They will not being paying into programs they are not eligible for, e.g., Medicare, Social Security, Welfare or any other program that was meant for U.S. Citizens only.
- Requiring all immigrants to purchase insurance before entering the United states. No Exceptions. Immigrants who are treated in a case of emergency will be granted a one-time forgiveness if they have no healthcare insurance, but shall immediately obtain healthcare. If they fail to do so, they will be fined and/or imprisoned and returned to their home country. (Not more than $10,000 and not more than 2 years per case).
- Taxing all monetary assets leaving the country via Western Union, etc., at 35% plus all normal fees. All monetary assets entering the country will be tax free, but will pay the normal fees. The money obtained from the tax will be used to pay down the United States deficit.
- All non-US citizens will be required to have a passport from the country of origin in order to drive in the United States if their stay is over 30 days. The passport and driver must appear before a DMV and prove they have knowledge of driving skills. A stamp will be issued in the passport and recorded in the national USCIS database. All government agencies and police departments will have access. If found in violation or misused by the holder of the passport, A fine and/or imprisonment of not more than 2 years and not more than $10,000. Punishment will be determined by the lower courts.
- Only allowing a limited number of immigrants in the United States in a yearly basis. That amount will be determined by the current un-employment rate in the United States. If the un-employment rate is 5% over, no additional immigrants will be allowed to enter until that rate falls by .3% below 5%.
- Charging any immigrant committing a crime shall face the same charges as any American would. For any Federal crime, there will be no bail posted. All states will determine their own laws and regulations to handle state crimes. The Government will only “assist” when asked.
This will greatly reduce the work load on ICE. ICE will be required by law to enforce these laws. Currently, only if an illegal kills someone do they deport. (Source: David Smith interview with two Houston, Texas Police Dept officers, 5/5/2010.)

“Establishing three military bases along the borders of California, Arizona, and Texas. All land along the border will be patrolled by the United States military”
This is a horrible idea and will not work. Please see recent history called the Berlin wall. East and West Germany had a ridiculous wall complete with razor wire and armed guards. They did not succeed in stopping people from crossing and it was a much shorter area to patrol. Militarizing the border will not work, it has never worked and has been tried everywhere from Rome to China.
Aside from that, it will be an international political nightmare and more importantly to me, might someday be used to keep me in instead of keeping them out. With the financial collapse this country is heading for, they’ll probably all up and leave soon anyways. And no, it wasn’t immigrants that caused the collapse, it’s the Federal Reserve Bank and our government and the military.
“Stopping immediately all social services, e.g., Medicare, social security, Welfare, etc., for all immigrants and illegals.”
Love it! Better yet, stop these programs period! We do not believe in the forced redistribution of wealth.
“Heavily fining any employers who are hiring illegal worker. The first offense will be 20% of the current years profits. Second offense will be 50% of the current years profits. Third offense will result in that company shutting down for 1 year and 100% of the current years profits.”
So in the midst of a financial crisis, you want to impose sanctions that will put small and mid-size companies out of business? If I’m the owner, you think I’m going to run a company just to pay fines on top of the taxes I already get raped for? No thanks, I’d just shut my doors, move my business to a friendlier state and watch the one I just left behind finish crashing. Business will not tolerate this, they will go elsewhere, and already are if you haven’t heard about the boycott.
“all immigrants shall have an ID (passport) and medical insurance”
I’ll bet Obama loves this proposal. Perhaps if we brainstorm, we could think of a more statist idea. I know, why don’t we just implant them with a microchip?
“That person would face heavy fines and/or prison and lose of all properties and returned to the country of origin.”
Fourth plank of the Communist Manifesto: CONFISCATION OF THE PROPERTY OF ALL EMIGRANTS AND REBELS.
“Taxing immigrants at a flat rate. They will not being paying into programs they are not eligible for, e.g., Medicare, Social Security, Welfare or any other program that was meant for U.S. Citizens only.”
In that case, I’d like to change my status to ‘illegal’ please! I would like to be taxed at a flat rate and don’t want to participate in any ‘social’ized programs.
“Taxing all monetary assets leaving the country via Western Union, etc., at 35% plus all normal fees.”
I guess I won’t be able to play poker online anymore… thanks.
“The money obtained from the tax will be used to pay down the United States deficit.”
Right, just like the money taken in by SS will be put in a ‘fund’.
And lastly, about all these fines… THEY HAVE NO MONEY. So what good does it to fine someone who has no job, no house and no money???? You’re talking about illegal immigrants, the ones whose property you just took and made sure they couldn’t get a job. How do you expect them to pay a fine?
May 6th, 2010 at 4:29 pm
Sir, I would point out that you are currently paying for the immigrants and illegals out of your pocket and mine. I do not qualify for any of these social services including the service of prison. So how would you suggest we pay for them? Also, in my plan, by doing all of this, they would be incouraged to either become a citz of the US, or pay to work. Yes, they would also have to pay a fine. It will be to the states to determane how how much and how long. In some cases, they would be allowed to stay. Yet again, it would be for the state to decide. As for companies hiring the illegals, It would be to a companies advantage to pay a couple of extra $$ to hire the American or hire the immigrant, not the illegal. Just saying no social services is not enough. We need to be tough on the illegals. Also, the 35% flat tax would help to pay for security to guard the borders, prisons to house the law breakers, sending those back to there country. The burden has just been lifted from the American people. As for your gambling habits, Gamble in America, its cheaper and safer. That flat tax/penilty is for sending the money out of the country. Whitehouse.gov showed about 3 weeks ago where there is 4 times more money leaving the US than coming in. Even Obamarama said it would hurt us. Crunch the numbers, there must be a slow down. Again, that number can be played with. Due to me not being able to get the numbers from Congress because they don’t just give it out, I looked at other countries to get an average number. As for the SS, They robbed that from day one. btw, what gives an illegal to own a house in America? Current law is for drugs and several other laws, they would lose it anyway! When I started this bill over a year ago, I was asking for Idea’s. I have no response from anyone. Therefore sir, I ask for answers, not just rock throwing. That doesn’t do anything but start wars. So I ask you for comments that would expand this, not distroy it. I feel we are all in trouble with the way things are going. Any suggestions would be welcome and if you like, feel free to call me ANYTIME, 832.329.5313

I can’t actually gather from the above if you’re claiming to be a libertarian however if you are, I want you to know that you’re not.
“Sir, I would point out that you are currently paying for the immigrants and illegals out of your pocket and mine.”
The government already forces us to pay for enough crap without giving them more ideas.
“So how would you suggest we pay for them?”
I suggest we don’t pay for them.
“The burden has just been lifted from the American people.”
The government is the burden on the American people and you are proposing to grow it. Though I prefer not to pay for any of it, I’d rather money go to healthcare and education for any human being than for military to sit on our border, in fact, I’d rather burn the money.
“Gamble in America, its cheaper and safer.”
Thanks dad… between you and the government, ya’ll sure know how to spend my money better than I do!

Mr. Kostric, You and I have been round and round on several issues. I am trying to figure out, since you seem to find fault with the ideas of many people who are proposing to make improvements in this country, are you in favor of total anarchy. I am well aware of your involvement in the free-state project, however you probably never plan to reside in Texas. Do you propose we just do nothing and live in a state of chaos and anarchy? Since you seem to ridicule and find fault with every plan that you do not have involvement-why aren’t you running for office? You claim you want better government, if we are so inept and we cannot do anything to please you, why don’t you put your money where your mouth is and run for office. Since you seem to know everything better than the rest of us, maybe you should run things your way-instead of arguing about every issue….

“Establishing three military bases along the borders of California, Arizona, and Texas. All land along the border will be patrolled by the United States military…”
The military exists to break things and kill people. If there is a need for that along the border, then send in the military. If not, you need a constabulary. Sending in the military to do this job results in people getting killed needlessly (like the US citizen who was shot by mistake the last time we tried this) and weakens the military (they forget how to fight back against a real enemy). The proper answer is to get enough armed border agents (constabulary) to do the job.
“Stopping immediately all social services, e.g., Medicare, social security, Welfare, etc., for all immigrants and illegals.”
Did and done. Illegals are already ineligible for such services, and immigrants cannot use them for at least 5 years after they get their green card. Any exception is likely committing identity fraud. But it’s a common myth, just like the “welfare Cadillac”.
“Heavily fining any employers who are hiring illegal worker. The first offense will be 20% of the current years profits. Second offense will be 50% of the current years profits. Third offense will result in that company shutting down for 1 year and 100% of the current years profits.”
And if a company isn’t making any profit? “Nothing from nothing leaves nothing.” Besides, why are private businesses supposed to donate their time and money to enforce immigration law? Isn’t that the government’s job, that we pay plenty of taxes for, anyway? So, what if the illegal uses a fake id? Is the company still liable? Oh, and in case you didn’t know, E-verify results in a false negative (fails to identify an illegal) about 54% of the time.
“Instituting a 90-day forgiveness plan. During that 90-day period, all illegal immigrants will be encouraged to return home and start the legal process for returning to the United States. All paperwork shall be completed in order to return, and all immigrants shall have an ID (passport) and medical insurance. If an illegal immigrant ignores the 90-day forgiveness plan, then they will not be allowed to return to the US.”
This is almost identical to current US policy. They won’t go. The wait is YEARS, if the even get permission to immigrate at all (and you can be a hard worker with no criminal record, and still have less than a 1% chance of getting in). Why should they leave now, knowing that they likely won’t ever be able to come back? And your punisment for those who ignore your new law is also identical to what deportees face today.
“All processing will be performed by the immigrant’s embassy, in an effort to move the immigration process along faster. I.e., background checks will no longer be performed from Chicago, but through the embassy itself.”
You do know that in today’s system, the processing is supposed to be done by the US consulate in the immigrant’s country of origin, and the immigrant is supposed to leave the US to go visit it, right? How on earth is your system any better or more efficient?
“No longer allowing “anchor babies” to qualify for United States citizenship. If a child is born to two immigrants, then that child is a citizen of the parent’s country. One parent must be a U.S Citizen. No exceptions.”
This has led to horrible civil rights abuses in every country that’s tried it. It would also require a constitutional amendment. It also means that someone could be born to two legal residents who are not citizens, live their entire life in this country, marry another permanent resident, and their child would be subject to being sent back to his or her “real” country, a country neither the child nor the parents have ever set foot in? Seriously, think really hard about this before changing a law that has served us well for over 140 years.
“Taxing immigrants at a flat rate. They will not being paying into programs they are not eligible for, e.g., Medicare, Social Security, Welfare or any other program that was meant for U.S. Citizens only.”
You realize that this would encourage US citizens to renounce their citizenship for tax purposes, right? We’d all be better off as immigrants in our own country.
“Requiring all immigrants to purchase insurance before entering the United states. No Exceptions. Immigrants who are treated in a case of emergency will be granted a one-time forgiveness if they have no healthcare insurance, but shall immediately obtain healthcare.”
Ah, so they will no longer underpay their local obligations, just like the bottom 1/3 of all US citizens, who greatly outnumber immigrants. (33% to 12%) You realize that your program will cause the death of many people who will avoid hospitals for fear of being deported, right?
“Taxing all monetary assets leaving the country via Western Union, etc., at 35% plus all normal fees.”
Wow, you’re quite a businessman…you’ve just created a whole new industry for the drug lords…smuggling money OUT of the country at 25% instead of 35%! They’ll get quite rich on their 10% cut.
“All non-US citizens will be required to have a passport from the country of origin in order to drive in the United States if their stay is over 30 days.”
You do know that all non-US citizens are currently required to have a passport just to BE here, let alone drive, right? It’s theoretically a deportable offense to be found without it. Arizona is merely turning that theory into practice.
“Only allowing a limited number of immigrants in the United States in a yearly basis. That amount will be determined by the current un-employment rate in the United States.”
That guarantees that we will have 0 immigration, even though we won’t have enough qualified people to fill the jobs we have. Doctors and professors won’t be able to get in, even if they’re Nobel prizewinners. Here’s an idea…why not let the market decide? Immigrants already work jobs that they are overqualified for, because they pay even better than jobs they are qualified for back home. If there aren’t any jobs here…wait for it…THEY WON’T COME!!! The fact that they have been coming here and getting jobs shows quite clearly that there are jobs here for them. This has been true during both boom and bust, although numbers usually drop during bad economic times. Imagine that, immigrants are smart enough to forego the hassle of immigration when times are tough. Who would have thought?
“Charging any immigrant committing a crime shall face the same charges as any American would.”
Aside from a handful of individuals with diplomatic immunity, isn’t that EXACTLY the same way that it already works?
It’s nice that you’ve put some effort into all this. Now, please go do your homework before you come up with your immigration policy 2.0.
May 18th, 2010 at 8:23 pm
David, I just love how these armchair quarterbacks come out of the woodwork to be critical over every last thing. Yet, I don’t see Mr. Larson running for anything in the city, state or Federal electorate. Just goes to show, you ask for input, everyone says they will help. They don’t until you do it on your own-then they find all sorts of problems with it. Now, I wish Mr. Larson would run for office, win, and make the Federal Government do their job-like you are going to.
May 18th, 2010 at 10:40 pm
Every last thing? There wasn’t a single original, viable proposal in that whole thing. Any part of it would have either accomplished exactly nothing or would have made the existing situation worse.
If this is an example of the best he can do, I don’t want to vote for him. I’m very, very tired of voting for the lesser of two evils, and would dearly love to vote FOR someone for a change.
And I have helped him, if he takes the time to read what I wrote, research some facts instead of just parroting a series of immigration myths that seem to have taken on a life of their own, and really THINK about what he’s doing. I’m currently drowning in poorly written law, written by people who haven’t carefully considered the consequences of their legislation. The federal register is up to about 80,000 pages now…do you know what’s on page 32,450 and whether it’s a law that you’re currently breaking?
I do have concrete proposals that will help clean up the existing immigration mess, and I’m quite willing to discuss them with any elected leader at any level who’s willing to solve the problems that exist, not the “welfare cadillac” problems that people fantasize about.
Oh, and I am an elected precinct chair in my local political party, and I’ve just been elected to one of the more prominant party committees at the county level. I don’t know if that ranks me above or below the local dogcatcher (probably below), but it does mean that I do more than just type and snipe.
As for making the Federal Government do it’s job, I note there are exactly five elected federal offices in my district: Congressman, Senior Senator, Junior Senator, Vice-President and President. Which one do you suggest I run for, and are you qualified to be a campaign manager for a campaign of that scope?
July 7th, 2010 at 12:12 pm
I’m glad you’ve been elected to your precinct chair, my point is everyone is a critic, yet I am glad Mr. Smith is running. As for his bill, you and I both know these are raw ideas that would be refined by many House members. Myself, I am peturbed by the constant attacks against thosee of us who “dared” to run for these offices. We may not be the most polished, we may not have law degrees, but we have the guts to try. As for the five elected officials in your district-they are part of the huge cesspool of government corruption and shall never do their job. I suggest that you run for ANY of the positions you mentioned as soon as possible. Most likely, you are not prone to corruption or party to bribery. You don’t need a manager, you’re not running a circus. I’m sure Washington, Madison, Jefferson did not have huge contributions and private jets and that is how campaigns should be. Run Jeff, our country needs you.

“I can’t actually gather from the above if you’re claiming to be a libertarian however if you are, I want you to know that you’re not.”
Oh brother. I suppose the same claim can be made about you Mr. Kostric. Opinions are like assholes. Everyone has one and everyone thinks theirs smells like roses while all others stink.
